目的 调查陕西省二级及以下医疗机构分娩镇痛开展状况及陕西省卫生健康委员会分娩友好服务行动对分娩镇痛的影响，为进一步推进分娩镇痛工作提供依据。方法 采用自行设计的问卷于2025年9月对陕西省228家二级及以下医疗机构麻醉医务人员就分娩镇痛的认知和应用情况进行问卷调查，并与2023年11月的历史数据进行对比（陕西省卫生健康委员会分娩友好服务行动开展前后）。结果 在228家二级及以下机构中，196家常规开展分娩镇痛，覆盖率为85.9%。2025年9月被调研单位分娩镇痛率为40.2%，显著高于2023年11月的25.1%。此外，调查结果显示分娩友好服务行动开展后，二级及以下医疗机构医务人员的受训率（89.3%）和对分娩镇痛相关工作内容的认知程度均显著提升。目前分娩镇痛存在的主要问题排名前三的依次为人力不足、医院支持力度不足和收费问题。结论 分娩友好服务行动显著提升了陕西省二级及以下医疗机构的分娩镇痛覆盖率及认知程度。

Objective To investigate the status of labor analgesia in secondary and lower-level medical institutions in Shaanxi Province and the impact of the Shaanxi Provincial Health Commission's Delivery-Friendly Service Initiative on labor analgesia, thereby providing a basis for further promoting labor analgesia. Methods A self-designed questionnaire was distributed in September 2025 to anesthesiology medical staff in 228 secondary and lower-level medical institutions in Shaanxi Province to survey their knowledge and application of labor analgesia. The results were compared with historical data from November 2023(before and after the implementation of the Delivery-Friendly Service Initiative). Results Among the 228 secondary and lower-level medical institutions, 196 routinely provided labor analgesia, with a coverage rate of 85.9%. The labor analgesia rate in September 2025 was 40.2%, significantly higher than the 25.1% recorded in November 2023. Additionally, the survey results showed that after the implementation of the Delivery-Friendly Service Initiative, the training rate(89.3%) and awareness of labor analgesia-related tasks among medical staff in secondary and lower-level institutions significantly improved. The top three current issues with labor analgesia were insufficient manpower, inadequate hospital support, and charging problems. Conclusion The Delivery-Friendly Service Initiative has significantly promoted the coverage and awareness of labor analgesia in secondary and lower-level medical institutions in Shaanxi Province.
